Taking out a mortgage on a rental property secured by a certificate of deposit?

Since CD interest rates are so low we were thinking of securing a mortgage with one to buy rental property-the cd would still earn interest, and (hopefully) the rent would pay for the mortgage.
We have someone knowledgeable about property who could manage it for us, but I have qualms about people who don’t pay their rent/and or destroy property.
Any suggestions?

I have been a loan officer, sales manager and Wholesale rep at various times over 31 yrs. I never wrote subprime loans. With the mortgage crash, I am looking for another career. I am not really interested in insurance, financial planning or being a stockbroker. I do have a college degree.

There is a house/property that we are interested in buying, it’s in foreclosure. We’d like to find out who has the mortgage, but don’t know where to start. We already know it’s not a local bank, we know the address and the name of the previous owners and tenants, but cannot contact the previous owner. Any ideas?

Three days before closing on our property, the lender decided that they would decline the loan as they noticed in the appraisal (that they had possession of for 5 weeks) that the home has geo-thermal.
